What is BS4 Campaign ?
BS4 is a campaign and not any organisation.BS4 stands for Bhartiya Samvidhan, Samman, Suraksha and Samvardhan (BS-4)
Need of the CAMPAIGN – Why ?
In the year 2025-26, we all will be celebrating the festival on the occasion of 75 years of the Constitution of India. It is going to be 75 years since the Republic of India was established and the Constitution of India came into force. Despite the passage of such a long time, a large section of the country, including children, women, youth, old people, farmers-laborers and others, are still deprived of their rights. Most of these people are divided into SC, ST and OBC categories. To some extent there is realization of the identities of SC, ST, OBC, farmers, laborers, Bahujans, but their seems no initiative or strong desire to form organization for the purpose of implementing the Constitution. Hence this CAMPAIGN has been launched.
Aims and Objectives of this CAMPAIGN
The AIM of this campaign to bring awareness in the society to implement the Constitution in its true spirit to achieve the goals of the Constitution.
Why this AIM?
The Constitution of India speaks about below 30 main points. To understand the constitution in easy language, it should be kept in mind in pairs of 4. We can see it in following way;
Justice, Liberty, Equality, Fraternity;
SC, ST, OBC, Minority;
Women, Children, Farmers, Laborers;
Education, Health, Property, Resources;
Democratic Republic, Fundamental Rights, Directive Principles of Policy, Duties;
Executive, Justice System, Freedom and protection from exploitation, curbing to immorality and exploiters.
The constitution makers have discussed in long on many fundamental aspects, principles and provisions and gave it all to us in writing. Therefore, whatever we are getting today, whatever developments are taking place is due to the provisions of the Constitution.
The Constitution of India has delegated responsibility to the representatives in power to ensure all citizen’s development in all manner i.e. social, political, educational, economic etc. It is their duty that, how honestly and speedily they enforce the Constitution.
Hence this campaign has been launched. 50 thousand Savidhan Prabodhaks and 10 thousand Peoples Social Action Committees are required for implementation of this campaign.
Basic motivation behind launching this campaign?
There is continuous struggle between two ideologies in India. One is the ideology of nation building based on justice, liberty, equality and fraternity as described in the Constitution of India and the other is the ideology of a society which is based on exploitation and gradual inequality by castiest and capitalist forces.
The people supporting the first ideology are the original inhabitants of this country, who were called as SC, ST, OBC during the British period and who are majority in number but are victims of exploitation of castiest and capitalist ideology. These exploited, oppressed and backward people fought for their rights in history and continued their battle till today. Their struggle is for justice, liberty, equality and fraternity. If we see the truth, the reins of power in the country should have been in the hands of this class. But today this class is suffering from many problems. The main reason of these indigeneous people not getting their rights is the casteist and capitalist forces who kept them so engrossed in their everyday problems that they are unable to think about anything else. On the other hand, several differences have developed between them due to which they are not able to unite.
Due to lack of awareness and as they are not organized, despite the rights being written in the Constitution and the system for their implementation, a large section of the country – children, women, youth, old people, farmers-laborers and others – are still deprived of their rights and exploited.
Who initiated this campaign and when ?
This campaign was initiated in 2019.
It can be noticed that the Contitutional awareness work was going on before 2019 also, but it was started as a national campaign under the leadership of BAMCEF employees. BAMCEF is an organization run by intellectual workers, who are organizing the intellectual workers inspired in various ways to free themselves from the social debt to create a society of justice, freedom, equality, fraternity under the Phule-Ambedkar ideology. Besides this, other sections of the society like women, youth, students, farmers, labourers, businessmen are also being brought into the organizational process for work.
Current status of this campaign.
Even though this campaign was initiated under the leadership of BAMCEF, today it is taking the form of a mass movement. This campaign has spread in more than 210 districts of the country. The districts connected so far have been classified into 150 clusters. Follow up cluster conventions have been organized in August 2023. About 1700 local organizations, more than 35000 representatives, more than 16500 constitutional implementer and more than 1200 speakers participated in this campaign. On 22 October 2023, thousands of Constitution activists associated with this campaign organized “National Path Sanchalan and Gan Sabha in the honor of the Constitution” in Nagpur, Maharashtra.
Who can become part of this campaign?
The importance of organizational strength and power is very important in democracy. Only with the power of organization the new society envisioned in the Constitution can be created. Members of the Mulnivasi Bahujan Samaj and social organizations working in various districts and tehsils, who feel that the Constitution needs to be implemented in accordance with its true spirit can participate in this campaign and can work for the implementation of the campaign.

Samvidhan Prabodhak is an active volunteer who has got training from BS4 Campaign organizers. Training about 5W1H about BS4 Campaign.
The duty of Samvidhan Prabodhak is to be available to give speech in his/her local area.

The BS4 campaign has taken a national shape. Volunteer activists from 230 districts of India are involved in this campaign. The number is increasing day by day. The 270 districts are joined and have been organized into 120 clusters. In each cluster around 2 to 3 districts are added. In very few clusters there is only one district.
